According to the 2021 Monitoring Report on the Cultural and Creative Industries, solo self-employment accounted for around 80% of all self-employed people in the sector in 2019 (around 376,000 individuals). Reliable data on hybrid employment is not yet available.
Solo self-employment and hybrid work in the cultural and creative industries, public institutions, and cultural professions are often marked by fluctuating incomes and social security systems viewed as insufficiently resilient in times of crisis. The coalition agreement of the governing parties therefore aims to improve the social conditions of freelance artists and other creative professionals. In order to achieve targeted improvements, a quantitative study was conducted to collect reliable data on the sociodemographics, economic situation, and social security of solo self-employed and hybrid workers in the cultural and creative industries.
Expert input from associations and other stakeholders was included in both the design of the survey and the analysis of the data.
The research findings provided a basis for identifying measures to improve the working and social conditions of professionals in the cultural and creative industries.
